I believe that tongues is the initial evidence of Christ's baptism of regenerate believers with the Holy Spirit. I believe that the initial evidence has to be individually tarried for as at Pentecost but that the evidence remains with the baptized believe apart from the need to tarry. It is readily available according to need at the believers mental beckoning.

Initially at baptism the believer encounters doubt and unbelief and he has emotional obstacles to overcome. However once the evidence (gift) is bestowed doubt and unbelief are overcome and the believer has the certain assurance that God is indeed in him for the purpose of power for service.

This certain assurance is essential for immediate availability for the master's use. When a need arises then there should be no tarrying for an emotional fervor!

Charles Page @Christopher Hart Rick Wadholm Jr World renowned Pentecostal scholar Dr. Vinson Synan clearly answers your questions on initial evidence in his article: “It is my opinion that the experience called the baptism in the Holy Spirit, with the sign of tongues as the first evidence and all other charismata as confirming signs, has fueled the worldwide Pentecostal explosion.”
